Officers Respond to Suspicious Activity at Construction Site, Lead to Arrest of Deported Honduran National

CONROE, TX -- On Saturday, officers were dispatched to a construction site at 11483 Old Highway 105 E after receiving a suspicious call indicating that someone was removing items from the job site. Upon arrival, officers made contact with a male and female suspect found at the scene. The suspects were in possession of a generator, a circular saw cutting metal pipe into transportable lengths, an auger bit, and an underground access door, all loaded into the back of their truck.

The male suspect initially claimed to be employed by the construction company. However, Public Works confirmed that the site and materials were the property of TXDOT, who had subcontracted the job to Vera Industries. Further investigation revealed that the male suspect was not an employee of the company, and he had provided false information, including claiming to be from Mexico.

The suspect was later identified as Lelis Cardona Torres, a 25-year-old Honduran national. It was discovered that Torres had been previously deported and had an active warrant from U.S. Immigration and Customs Enforcement (ICE). ICE agents responded to the scene and took Torres into custody.

The company owner chose not to press charges against the female suspect, as she had three children with her at the time. The stolen materials, estimated to be valued at approximately $4,000, were confirmed by the company owner. Officers completed a report to Child Protective Services (CPS) in accordance with the situation.

This successful resolution highlights the swift response and thorough investigation by local law enforcement. Officers quickly identified and apprehended the suspect, ensuring the safety and integrity of the construction site. The department commends the officers involved for their outstanding work.
