First Phase of Tamina Utility Project Completed
SHENANDOAH, Tx -- The first phase of the Tamina utility project is now complete, setting in motion an effort that the Tamina community has been pursuing for decades. Water and sewer lines have been installed along Tamina Road between David Memorial Drive to just west of Johnson Road.
The site of the future water plant, to include an elevated storage tank, has been cleared and design plans have been submitted to the Texas Commission on Environmental Quality (TCEQ) for approval.
The next phase will extend utilities north and south of Tamina Road. The final phase will extend utilities to the remainder of the community east of Johnson Road. Once completed, the entire system will connect to Shenandoah’s water and sewer infrastructure. The project is fully funded by federal American Rescue Plan Act (ARPA) dollars. It will be completed by the end of 2026, per ARPA requirements.
The Tamina community has a limited water system with no fire suppression capabilities and no sewer system. They approached the City of Shenandoah and Montgomery County and other agencies over the years for assistance with sewer services. Shenandoah and Montgomery County contributed ARPA funds they received to fulfill that request. The new water system will provide fire hydrants throughout the community, and several are now in place in phase one.

People at all levels of government have invested a lot of time and energy into making the request from Tamina a reality. We’re grateful that the necessary funding became available,” said Shenandoah Mayor John Escoto. “Shenandoah’s mission is to complete the utility project by the end of 2026, and we look forward to making that happen.”
Bleyl Engineering is managing construction and is now completing designs for the remainder of the project.
