MONTGOMERY, TX -- On July 3, 2024, members of the Montgomery County Narcotics Enforcement Team (MOCONET) responded to a residence in the 14000 block of Walker Road in Montgomery County to assist with investigating the death of a 61-year-old female. During the initial investigation, evidence found at the location indicated that the female may have overdosed from the use of illicit narcotics. After the autopsy, results provided by the Montgomery County Forensic Center confirmed that the female died of the toxic effects of Fentanyl.

As a result of the investigation, the individual responsible for providing Fentanyl to the decedent was identified as 39-year-old Victor Allen Matthew from Baytown, TX. An arrest warrant was obtained, and he was arrested on August 29, 2024. Matthew was transported to the Montgomery County Jail, where he was charged with Murder for supplying Fentanyl that resulted in the death of a Montgomery County resident.

Beginning in 2019, MOCONET, along with Houston High Intensity Drug Trafficking Area (HIDTA), began working to address the trafficking of Fentanyl and its correlation with overdose deaths in Montgomery County. With recent changes in Texas Law, MOCONET has been able to file this charge with the Montgomery County District Attorney’s Office.

Our thanks go out to several other agencies who assisted with this investigation, including the Drug Enforcement Administration, Baytown Police Department, the Harris County District Attorney’s Office, and the Montgomery County District Attorney’s Office. Matthew remains in the Montgomery County Jail where he is being held on no bond.
