Children Rescued, Two Arrested in Joint Investigation of Child Exploitation

MONTGOMERY COUNTY, TX -- Montgomery County, TX — The Montgomery County Precinct 1 Constable’s Office arrested Justin Guill, W/M, 34 years old, on five counts of Possession with Intent to Promote Child Pornography. The arrest occurred on Wednesday, April 9, 2025, in Onalaska, Texas, following an extensive investigation led by a Sergeant Investigator assigned to the Internet Crimes Against Children (ICAC) Task Force.
The arrest operation was conducted with the assistance of the Montgomery County Precinct 2 Constable’s Office, Montgomery County Precinct 4 Constable’s Office, Montgomery County District Attorney’s Office, and the Onalaska Police Department.
During the execution of a search warrant at the residence, investigators seized multiple electronic devices suspected of containing child sexual abuse material. Two minor children (victims) were located at the scene and were immediately placed into protective custody by Child Protective Services.
Guill is currently being held on a $1,000,000 bond. In addition to the charges filed in Montgomery County, the investigator will be filing additional charges in Polk County against Guill for Super Aggravated Sexual Assault of a Child, based on further evidence uncovered during the investigation.
Additionally, the children’s mother, identified as Lisa Ann Frias, was arrested at the scene by the Onalaska Police Department. Frias has been charged with two counts of Endangering a Child and is currently being held in the Polk County Jail.
“This case is a sobering reminder of the threats our children face online and in our communities,” said Constable Cash. “Thanks to the relentless efforts of our ICAC Task Force and the cooperation of our partner agencies, a dangerous individual has been taken off the streets, and children have been removed from a harmful environment.”
