What happened at the July 26, 2023 Shenandoah City Council meeting
SHENANDOAH, TX – Shenandoah City Council recently held its scheduled meeting on July 26. In attendance were Mayor John Escoto; Mayor Pro Tem Charlie Bradt (Position 4); Mike McLeod (Position 5); Jim Pollard (Position 3); Ted Fletcher (Position 2); and Ron Raymaker (Position 1).
Among the items discussed and/or acted upon was the Shenandoah Police Department Promotion Ceremony. Police staff recognized the promotion of Officer Kevin Frantz to Sergeant. Frantz began his law enforcement career in 2010 with the Montgomery County Sheriff’s Department and came to Shenandoah Police Department in 2014. In 2016, he was named SHPD Officer of the Year. Frantz was supported by his family, friends and police family as his wife Lanie pinned him.
Other discussions / agenda items included:
• Monthly Capital Project Report
• Vision Park Pond Excavation Project, Phase II, Change Order – A change in procedure will result in the savings of $244,780 on the project. Council voted 5-0 to approve the change order.
• David Memorial Extension Interlocal Amendment – Staff met with Montgomery County Precinct 4 to discuss the shortfall of $950,000, which will be shared by Montgomery County and Shenandoah at $475,000 each. Council voted 5-0 to approve the interlocal agreement.
• Crawfish Café requested a Special Use Permit to allow the sale of Mixed Beverages (On-Premise) without late hours. A public hearing was held with no comments received. Council voted 5-0 to approve the issuance of the SUP.
• Excess Debt Collections for 2022 and Certification for Debt Service Collection Rate for 2023 - 2024 – Council voted 5-0 to accept the excess debt collections for 2022 and certify the debt service collection rate for 2023.
• Discussion of the 2023 - 2024 Proposed Budget
• Civic Club Updates – The Back to School Pool Party is to be held Saturday, August 5, from 11 a.m. - 1 p.m. Hotdogs ad Kona Ice will be available for attendees at the event. The party is open to registered members of the Mary Pat Case Pool. The regular season ends on August 8 and returns to weekends only through September 17.
